Enterprise Clusters have become the basic pattern of regional economic development, which gain the competitive advantages of economic elements through geographical concentration, industrial organization optimization and the group's synergy and have a profound and positive impact upon regional economic development. SMEs are the most important components in the national economy in China. The enterprise clusters, as new forms of space organization promoting regional economic are of significance in cultivating and enhancing the competitiveness of SMEs. Cluster and the competitiveness of SMEs are closely related and will have common effects on regional economic development.Since the reform and opening up, a batch of competitive enterprise groups emerged in China's Zhejiang, Jiangsu, and Guangzhou, and other places and greatly promoted the local and even the entire national economic development, also promoted the competitiveness of SMEs in the regions to nurture and encouraged the emergence of a large number of small and medium enterprises with competitive advantages. Many scholars have studied enterprise clusters and the competitiveness of enterprises related theories, but very few scholars' studies combined the two from the micro perspective. The paper has a research on the competitiveness of SMEs based on cluster effect in this new economic form, which has a certain theoretical and practical significance.The paper begins with the background, purpose and significance of the competitiveness of SMEs based on the cluster effect in the current economic environment, with emphasis on the current domestic and foreign researches on enterprises clusters and the competitiveness of enterprises; in the end it is the main contents and methods of the study. Cluster and the competitiveness of SMEs related theories is the basis of the study. The paper focuses on the concept of enterprise clusters and its characteristics, structure, classification, formation conditions and the concept of the competitiveness of enterprises as well as its features, sources and manifestations and then expounded relations between the Enterprise Cluster and the competitiveness of SMEs and established measuring standards of the competitiveness of SMEs based on a cluster effect, that is, resources elements level standard, capacity elements level standards and market performance level standards. Then from the strategic level, the study proposed the objectives, principles, models, and upgrading conditions and strategies for enhancing the competitiveness of SMEs based on the cluster effect. Then using competitiveness of high-tech SMEs in Hubei based on the cluster effect as empirical study model, making use of the established measuring standards to have analysis of the status of the Hubei Enterprises Cluster and competitiveness of SMEs in Hubei under cluster-based effects, the paper put forward strategic models to foster and promote the competitiveness of high-tech SMEs of Hubei based on cluster effect. Finally, it is the summary and prospect of the full text of the paper.
