The human resources are the first resource in the knowledge economy time. Meets the employees need, attracts the talented person, detains the talented person, drove the talented person, construction enterprise core competitive ability, the realization enterprise and the employees communal development are subjects in this time. In this competition time, the employee benefits are an important action in attracting, detaining and motivating the talented person.However in China, the benefits was thought the natural matter by many employee, they did not think the benefits as one kind of safeguard or the motivation .Regarding many enterprises, the benefits is one kind of cost, it is set up under the national and society's reason .Although some employees and the enterprise have the clear understanding to the benefits, the enterprise have also made the solid matter, but the employees are actually unsatisfied. In this case, the traditional benefits system has not been able to meet the needs, the human resources must provide the diverse benefits project, causing the benefits effectiveness maximization to realize the salary management support and the motivation function finally .The flexible benefits system is the request product.Flexible benefits system is the main research object in this article, and then expounds the internal and external literature review about benefits and flexible benefits research, based on the investigation of Domestic enterprise's present situation by China Human Resources Development Network. Analyzing the benefits in Domestic enterprise, finding the main problems, at the same time, research on our benefits Compared with U.S.A and Japan. This article introduces flexible benefits to our country for solving the problems. So the paper analyzes flexible benefits design application mentality, the research is mainly from the six parts: the necessity of flexible benefits in domestic enterprise, goal and principle, condition, management flow, the key work ,the question we should consider. At last, this article took IT enterprise- Guangzhou Hongdi Technology Company as the research area. The paper have understood the company's actual benefits plan, discovered the question, and proposed the concrete flexible benefits design proposal. It makes the plan have certain guiding sense to our country IT industry benefits design.
