In recent years, with China’s economic growth slowing down, the labor costs of every corporate continues to rise. While the labor market faces unprecedented phenomenon, which the demographic dividend is gone. The amount of labour force is declining more and more. And the structure of labour force is disappointed. Enterprises are facing so many difficulties in both recruitment and pressures from labor cost.Under the economy background, enterprises need to attract and retain talent in order to gain the competitive advantage. Flexible benefit plans are more and more popular in foreign enterprise. The flexible benefits plan is an innovation of human resource management. In this system, employees are entitled to choose their own benefits program and get more chances to communicate with employer. It can make improving on employee’s satisfaction and effectively controlling in rising labour costs. Those can be achieved at the same time. A balance between the needs of enterprise and employee will come true by implement flexible benefits.This paper is based on the theory of flexible benefits in foreign and domestic, especially based on so much foreign research articles published in the recent years. The case is based on current condition in the background of MPGZ Company Limited. Referencing from the survey report issued by internationally-renowned human resources consultants in this year, the author get the benefits level of the same industry and same regional enterprise. After finding out the main problems in benefits management in MPGZ Company, I carried out a survey on flexible benefits demands of the employee. According to the survey result, closely linked to company strategy and human resources strategy, I targeted design optimization of the company’s flexible benefits plan in this paper. In terms of communicating flexible benefits, this paper is designed with the concept of corporate culture, management flexible benefits consistent communication mechanisms, while this mechanism integrates with existing management mechanisms, provide guarantee for the smooth implementation of flexible benefits. This paper is a new attempt to use partially flexible benefits outsourcing design. By this way, the business cost will be reduced. On the other hand, using existing flexible benefits package on human resources consultancy platform can relieve pressure of building new benefits platform.The innovation of this paper contents three aspects. The first, this flexible benefit plan is based the survey data, which published by the well-known international human resources consulting company, represented the benefits market situation and development trends. The second, the paper sticks to solving actual problems about MPGZ Company’s benefits. The third, the design of flexible benefits plan close integration of corporate culture and management system of MPGZ Company. At last, wish this paper can give rise to more new and deeper exploration about flexible benefits localization.
