On The Government's Ideas And Measures Of Solving Landless-farmers Problems In The Urbanization

"Urbanization" refers to a process with the expansion of a city's scale and quantity, the consistent diversion of people from countries to cities, the change of the agricultural structure from an agriculture type to an industry type, and the shift of the way of life from countries to cities. During this process, with the consistent development of the level of the urbanization, it is inevitable to have a lost of farmland change into non-farmland to supply land for developing industry and constructing city, therefore, confiscating peasants' land and engendering land-lost peasants are also inevitable. For the reasons that the land system and land-confiscating system of our country are not consummate and some other reasons, after losing their land and finding no refills for support of farming and life, part of the land-lost peasants have to turn into a margin a land disadvantageous group. This has caused a series of social problems, and it has been a great hidden trouble for the reform, development and stability of our country. So, for the stability of our society and the peace of our country, it is extremely important for us to systematically analyze the problem of the land-lost peasants during the urbanization, and to seek for Countermeasures against it. This thesis discusses the problem of the land-lost peasants in an urbanization background, and analyzes problems the land-lost peasants have met and the causes of them. In the end, this thesis raises Countermeasures to solve this problem from the following four aspects: making the property right of the country land clear, consummating the land-confiscating system, helping to advance the land-lost peasants' employment and building the insurance system of the land-lost peasants, strengthening the transformation of government functions and grassroots democratic self-government, improving relevant external security system .And the discussion of approaches of each countermeasure makes it more feasible and practical.This thesis includes four parts. The first part analyzes the relation between urbanization and the land-lost peasants, on the basis of the introduction of connotation of urbanization and the social function of land to peasants. It also expatiates the practical meaning of studying the problem of the land-lost peasants and summarizes the studies at home and abroad. The second part analyzes the main problems which the land-lost peasants are in face of. The third part analyzes the main cause sectors. The forth part first clarifies new ideas which government must establish in solving the problems of land-lost peasants, then raises Countermeasures to solve the problem of the land-lost peasants from four aspects of making the property right of the country land clear, consummating the land-confiscating system, helping to advance the land-lost peasants' employment and building the insurance system of the land-lost peasants, strengthening the transformation of government functions and grassroots democratic self-government, improving relevant external security system. It goes further to discuss the approaches to these Countermeasures and makes the Countermeasures more practical and have more maneuverability.
