After many years of sustained high-speed growth, the economic development of Pearl River Delta and Jing-jin-ji are confronted with a major adjustment of the industrial structure where is an important economic region in China. It is pivotal to optimize the industrial structure and change the mode of development to maintain two Regional sustained and stable economic develop.Empirical analysis and standardized methods is adopted to analyze status and characteristics of industrial structure, regional differences, as well as the export-oriented economy in Pearl River Delta and Jing-jin-ji under the economic globalization and international industry transfer condition. The main intention is how to adjust and optimize the industrial structure of the Pearl River Delta and Jing-jin-ji ti to provide a theoretical basis.First, Based on regional economic theory and industrial structure theory, the paper firstly studier economic development status of Pearl River Delta and Jing-jin-ji, and then with per capita income of Hollis Chenery determine advanced stage of industrialization in the Pearl River Delta, Jing-jin-ji overall in the middle stage of industrialization, Jing-jin in advanced stage, which indicate it is not imbalance in Jing-jin-ji.Secondly, the first industries comparative labor productivity is low and downward is found after the calculation. The adjustment of employment structure delays in the industrial structure. Comparing the proportion of three industry structure and employment structure with international "standard structure" model, proportion of the secondary industry is high is summed up in PRD and Tianjin. The industrial structure is more reasonable in Beijing and there is a characteristic of a dual structure in Hebei. The tertiary industry grows slower than the second industry in PRD, Tianjin and Hebei. The tertiary industry grows faster than GDP and the secondary industry in Beijing where industrial structure is more reasonable. From the intra-regional differences there is a more balanced development of the Pearl River Delta cities a big gap between the Jing-jin-ji internal.Third , the linear regression model is built with mathematical statistical theory and SPSS statistical software. Then the extent of contribution that foreign trade and FDI act on industrial structure is measure in Pearl River Delta and Jing-jin-ji using. The results show that there is a strong correlation between foreign trade, FDI and three industrial output value in Pearl River Delta and Jing-jin-ji and it is more obvious in Pearl River Delta. Foreign trade and FDI promote industrial structure in the two regions.Finally, based on the conclusions of industrial structure in Pearl River Delta and Jing-jin-ji, the following industrial restructuring measures are proposed. First, adjust industrial policy, support technology-intensive industries and modern service industry development. Restrain the development of high energy-consuming industries. Second, grasp the opportunity of international industrial transfer by creating industrial development environment, optimizing the industrial structure to absorb transfer of the first, and the tertiary industry. Third, optimize the structure of foreign trade with optimizing the import and export structure, speeding up the service trade development, and vigorously developing hi-tech start processing trade. Fourth, we must optimize the structure of foreign capital. It requests us to change the concept of foreign investments to guide foreign investment. Fifthly, rely on scientific and technological progress to upgrade industrial level.
