Study On The Rural Elderly Support System In China

China is a typical agri-based industries in developing countries, with the country's population of about 1.3 billion, the total rural population accounting for 70%.In recent years, Chinese economy construction has achieved noteworthy achievements, social development havs gained significant progress, urban social security system increasingly improved, but the social security is still very backward in rural areas, constrains rural economic reform and development and has become he bottleneck of solving the "three rural". So in order to resolve "Three Rural Issues", comprehensive buiding well-off society and a harmonious society, the most important task of achieving scientific development and the most difficult is to establish a perfect social security system in rural areas, especially the rural elderly support system. So it is of great significance to explore the establishment of the rural social security system that.suits Chinese conditions.This paper uses the methods of historical study, comparative analysis and questionnaire investigation to analyzes the relevant problems of rural endowment insurance, by taking the Hohhot in the Inner Mongolia as an example. First of all, the author introduced the research background about elderly security in China. Secondly, He briefly introduced Chinese rural endowment insurance, historical evolution. Thirdly, taking Hohhot in the Inner Mongolia Autonomous Region as an example, he analyzes the status and problems of rural elderly support system. Rural elderly support system model is single and the family elderly support system can not be satisfied. Then the author introduces the successful experience at home and abroad and concludes the apocalypse for rural elderly support system in China. Finally, according to Chinese rural reality, through analyzing the function of family pension, social old-age pension, community pension, it can conclude that only one security way can not absolutely solve the problems of rural elderly support system. China's rural old-age protection against the problems existed in the rural elderly support system, the paper put forward the improving measuresd, especially in the central and western areas. According to local conditions, we must build a multi-level model of the rural old-age security, be responsible for the rural old-age security in the country, society, communities, families and individuals, appropriately coordinate between the allocation for a family, social, community and personal diversified pension protection, and made full use of the advantages of every support approach, according to regional economic conditions determine support model on different levels that identified poverty-stricken areas model, economic development areas model, affluent areas model in order to broadly mobilise family and the community enthusiasm, satisfy the various demands and effectively solve the problems of rural elderly support.
