To date, the structure of"leader, subordinate and situation"is generally acknowledged as the model of leadership theory studies. However, the renewing emergence of the newest Trait perspective illustrates that there are some impassable fields in the nowadays leadership studies. As a matter of fact, any one theoretical school of leadership studies attempts to explain one or the other side of the complex phenomenon of leadership. Tracing back to the sundry comments on and academic demarcations of leadership theory both past and present, home and abroad, this article makes a comparison and contrast of the multiplex theoretical and practical studies, and incorporates the influences of other disciplines on Leadership Science, to find that the position of the leadership is but an independent and indispensable element in the leadership theory studies. In the meanwhile, this article points out that the categories of the leadership theory featured by position shall include such elements as traits, background, situations, and position, the combination of which constitutes a systematic leadership theory. It is no exaggeration to say that introduction of the leadership theory featured by position is not only the development and the perfection of the current leadership theory, but also the inevitable requisition to meet the demand of the present times and cultural development against the backdrop of the globalization.The position-oriented leadership theory is verified by quantity reseach. The data is selected from leaders'capacity assessment ,which included leaders in public service or bussiness, and ordinary staff and faculty staff, and professional technical staff. The survey is done by Shanghai Party Institute from 2000 to 2008. The study demonstrates that factors to affect leader capacity included leader's background, the position they are in, and their characteristic. Background factor refers to the exterior conditions , such as gender, age, and academic degree and things like this,the leaders are found distinctive difference in some capacities affected by background. Position factor ,such as administration lever and management ranks, or occupation, result distinctive difference in some capacities of leaders . The study also find some traits of leaders which differ from ordinary employers. The study prove that the capacities of leaders are affected by different factors and based on position characteristics.
