In 2005 china mobile shantou branch company ( ST mobile Company for short)adopted the target "building a world-class mobile information communications enterprise".From excellent to supereminent enterprise must designing perfectperformance management system.ST mobile Company introduced outsourcing HR performancemanagement system in 2005, but concern performance appraisals andignoring performance management, be short of performance feedback.The paper is about how to improving performance of outsourcing employee.Author analyses difference performance management and performanceappraisals. The paper presents Subjective Performance and Objective Performance form performance of outsourcing employee. It presents subjectiveefficiency determine subjective performance and objective efficiencydetermine objective performance.In sampling survey author analyses factors that affecting performance of outsourcing employee, analyses outsourcing employee's personality inventory. By investigatingdetected that responsibility affect subjective performance. Better outsourcing employee's responsibility lead to better performance.Finally author present an plan of improving ST mobile company outsourcing HR performance management.
