With the more and more drastic competition in the telecommunication market, market share and income have a great change. As the biggest local operator of the stationary network, Xinzhou CNC has to base on the maintaining and using existing net resource and investmen, exert latent net capacity, improve efficiency, reconstruct tintelligentized net, offer multifarious services for clients, increase the value of ARPU(Average Revenue Per User) and the capacity of corporation competition. Xinzhou CNC plans to optimize net framework, enhance the constructing of Tandem Switch layer, build a couple of intelligent Tandem Switch with SSP(Service Switching Point) in the LAN, introduce SDC(User Data Centre) device of exterior users' database, and open diversiform intellectualized operations. All this is in order to get the market develop favorably. Firstly, this paper studies the current situation and problems of the LAN and intellectualized net, estimates the project of the intelligentizition stationary network from the angles of maneuverability, yield, administration and outcome, and brings forward a reconstructive plan accord with local conditions. Then, this paper expatiates many important problems in the reconstructive process and the resolvents of current support system. In addition, it will discuss the different resolvents for the four operations after the stationary network is intelligentized. Finally, this paper forecasts the direction of intellectualized stationary network and operations. This paper will help to know better the reform of stationary network intellectualization and service accomplishments.
