As the Information Technology Communication (ITC) based economy has been blooming, internet backboned electronic business (e-business) has gradually penetrated our daily life and underlying electronic payment (e-payment) business opportunities has played a significant part. The development of e-payment marks an era of new life-style with massive market potential. Besides, inter-bank network has matured, not only to national level but global level, which offers a reliable platform for use cases of bank cards including Automatic Teller Machine (ATM) cards and credit cards. Bank card usage, commonly known as plastic money, has been widely accepted by consumers and has become a necessity of daily life. At the meantime, rapid development of mobile communications and Internet Protocol (IP) telephony slows down business due to traditional Public Switched Telephony Network (PSTN) fixed line telephony, value-added service like e-payment capitalizing existing PSTN infrastructure indeed boosts potential of PSTN based business. Debit and credit card payment via PSTN telephone terminal is positioned as an innovative payment model.This essay is written first to analyze the business environment of e-payment market in our country, demand of consumers and technical feasibility followed by proposal of deployment of a PSTN based e-payment portal system. Founded on our research of PSTN e-payment model, to analyze the PSTN integrated e-payment business solution what allows individual, family, corporate, small medium enterprise and industry users to complete e-payment process with Point-of-Sales (PoS) feature for utilities, merchandise purchase orders, automatic banking, internet shopping etc. Details of the system design and realization process are elaborated. In the section of system architecture, the mission of system design is specified. This includes a description of system overall architecture and design of different functional modules. In the section of design details, technical details are illustrated, which includes implementation of platform development, data flow within system, data type definition etc. The process flow and implementation of different functional modules are studied and analyzed. Moreover, this section explains system database implementation, how data is saved and retrieved as well as e-payment related security concerns and resolutions. A PSTN based e-payment portal system is to be realized and significant achievement is observed from value-added service on PSTN introduced by traditional fixed line service providers. Proposal is made for traditional PSTN service provider on transforming her business model to being an integrated information service provider. The value-added business model and the technical project realization model are revealed. As a wrap-up, suggestion is made to whole PSTN service industry to attend the risks emerged during transition.
