With the constant deepening of China's reform and opening up and the rapid development of China's economy, information technology is widely used, global economic trends integration into the knowledge-based economy era. But the talents are the carrier of knowledge-based economy times, and it is also corporate resources. How to develop talents, to use talents, to manage talents, is closely related to the success or failure of an enterprise.Though human resources management of design institute innovates in the traditional model of personnel management, whether from the management philosophy, management structure, management mechanisms, or from the management model, management methods, it still can not meet the needs of today's rapid social and economic development and needs. Human resources management of design institute is not able to adapt to the rapid development of modern design industry, so it becomes a bottleneck restricting the development of design institute. Only through enforcing reform, realizing modern human resources management, the talents can grow rapidly which makes talents brought into full use and best used of it.Mainly considering human resources management of Anhui Textile Industry Design Institute as the entry point, this paper makes a research on the present situation of human resources management of Anhui Textile Industry Design Institute and compares it with human resources management in any other national design institute. The paper points out the problems existing in the job analysis, position design, performance evaluation, salary management, staff training etc. and analyzes the reasons. On the basis of above analysis, this paper puts forward specific countermeasures to solve these problems, mainly including implementing human resources strategies, setting up positions, reforming performance management and strengthening staff training. This author hopes that through taking these countermeasures and implementing methods, it will play a positive role in promoting the development of Anhui Textile Industry Design Institute.
