The acceleration of technological change, shortening product life cycles and increasing market competition arising therefrom makes the living environment for most enterprises changes dramatically. A timely manner for its technological innovation and commercialization of enterprises is the key to survival and development. In the past, people stressed that enterprises should develop new products and new technologies by themselves , but now they are aware of that only rely on the enterprise's internal knowledge and resources will become increasingly difficult. Therefore, some enterprises have shifted the perspective to external and seek cooperation with other enterprises. Against this background, people show increasing interest in technical cooperation between independent enterprises.Based on the analysis on current domestic and international inter-enterprise cooperation, we point out the significance of the development of inter-enterprise cooperation. First, we summed up the relevant theoretical basis, including technical innovation theory and Synergy theory. Then we analyzed the cooperation of the enterprise technology innovation process. Analyzing the process of R&D, we establish a general model for the R&D process. We establish a model for the inter-enterprise collaborative R&D process. We establish a multi-stage research and development collaboration dynamic decision Programming Model with mathematical methods. We make an Empirical Analysis .Finally, the paper pointed out the existing problems of cooperation in R&D in China, and the corresponding improving policies and suggestions, and having great theoretical and practical significance for the government to constitute a reasonable and effective R&D policy .
