In the era of knowledge economy,innovation-driven development concepts are deeply rooted in people's minds,and technological innovation has become the core driver of economic development.However,with the intensification of competition,the chain of scientific and technological innovation models can no longer meet the needs of the development of the times,and a non-linear,networked,and open new paradigm of technological innovation—collaborative innovation has emerged,which has become a new engine for innovative countries and regions to improve their independent innovation capabilities and promote high-quality economic development.Collaborative innovation by the subjects of science and technology innovation is conducive to the formation of innovation and cooperation,the promotion of scientific and technological innovation to achieve a major breakthrough,and fully release the vitality of technological innovation.Sichuan Province is a veritable science and technology province,but it is not a strong province of science and technology.There is a big gap between the advantages of the stock of scientific and technological resources and the ability of science and technology to drive economic development.It is urgently necessary to transform the potential of science and technology resources into economic growth by promoting collaborative innovation.Therefore,under the new situation of "Industry-Research-Cooperation+" collaborative innovation,it is particularly important to evaluate and analyze the collaborative innovation performance of Sichuan science and technology innovation subjects.This paper used the method of literature research,comparative analysis,theoretical research and empirical research to explore the performance of the collaborative innovation of science and technology innovation in Sichuan Province.First of all,on the basis of the meaning of scientific and technological innovation,from the perspective of"industry-university-research+",governments,universities and research institutes,enterprises,science and technology intermediary agencies,and financial institutions were defined as the main bodies of technological innovation;secondly,based on previous research,the meanings,major models,and performance evaluation were discussed,the basic theories of collaborative innovation performance evaluation for science and technology innovation subjects were elaborated in detail,which provided an important basis for the selection of decision-making unit in the research,the construction of the index system,the performance evaluation and the proposal of countermeasures of this paper.For the application of DEA(Data Envelopment Analysis)method to evaluate the performance of the collaborative innovation of Sichuan's science and technology innovation subject,at first,the paper explained the reasons for choosing DEA method for performance evaluation,and introduced the DEA method and DEA-Malmquist index method;Secondly,the evaluation index system of collaborative innovation performance of the subjects of science and technology innovation was constructed,and the performance of the collaborative innovation of Sichuan's science and technology innovation subjects was evaluated from both static and dynamic perspectives.The evaluation results showed that the level of collaborative innovation performance of Sichuan's science and technology innovation subjects was not satisfactory.Finally,based on the evaluation results,the paper proposed the countermeasures and suggestions for improving the collaborative innovation performance of Sichuan's science and technology innovation subjects from the perspective of different technological innovation subjects.
