In recent two years, the economic growth rate of our country is slowing down, and the pressure of economic transition is increasing. While the technological talents contribution to economic growth is raising. So science and technology innovation is necessarily path to realize the transformation of industrial structure. But in our country, the power of technology is dispersal and repetition; the collaborative innovation is not shaping up among innovation subjects, the conversion rate of scientific and technological achievements is low. All of this impede the promoting of industrial innovation capability. So promoting collaborative innovation support system of industrial technological talents is an important way to improve the capability of industrial innovation and promote the healthy development of industry.To discuss collaborative innovation support system of industrial technological talents, this paper takes rare earth industry of Gannan Soviet Area as the research sample. First, based on literature review, the author summarized and extracted the basic elements of collaborative innovation support system of industrial technological talents (government support system, industry association support system, enterprise support system).Second, the author investigated and surveyed the situation of rare earth industry of Gannan Soviet Area, and interviewed some technological talents and managers who work at rare earth industry. Third, after combining literature review and investigation data, this paper comes up with the conceptualization model of collaborative innovation support system of technological talents, and designs "the questionnaire about collaborative innovation support system of technological talents of rare earth industry of Gannan Soviet Area ". Finally, we use SPSS and AMOS software to analyze208valid questionnaire data and verify the research model and hypothesis. Some conclusions are obtained.(1)The component of collaborative innovation support system of industrial technological talents includes policies and laws, government actions, industrial practices, industry code of conduct, and enterprise behaviors. The government’s behaviors play a more important role than other factors.(2) Among the government support system, the front rank factors are financing service, research and development fund, treatment of talent, personnel evaluation, protection of intellectual property and talent system.(3)The key factors of industry association support system are talent aggregation and maintenance, popularization and application of results, and the mechanism of coordination, rights protection and self-regulation.(4)The significant parts of enterprise support system are training and development, construction of collaborative innovation culture, performance appraisal, information-shared platform and knowledge sharing activities.Some inspirations are drawed from the above conclusions for the government, industry associations and enterprises making policies, institutions and action plans to promote collaborative innovation of industrial technological talents. First, policies, laws and regulations which encourage and support collaborative innovation of industrial technological talents should be unveiled, and attached great importance to the operability, meanwhile the governmental executive ability should be enhanced. Second, industry associations should exert its effect to promote collaborative innovation of industrial technological talents. Third, the enterprises should strengthen consciousness of innovation, and play their full role of innovation subject.
