Research On Evaluation Of The Level Of Coordination In Scientific And Technological Innovation Of Beijing-Tianjin-Hebei

Since the collaborative development of Beijing,Tianjin and Hebei becomes a national strategy,the local governments pay great attention to the cooperation of the three places.Under the background of the integration of Beijing,Tianjin and Hebei,it is valuable and significan to study how to achieve the coordinated development each other,especially in the regional scientific and technological innovation and cooperative development.What's more,we should establish a collaborative innovation system of technology,which needs the enterprises as the main subject,universities and research institutes as the basis,supported by the government.This paper analyzes the differences and imbalances of the economical levels between the regions,especially between Hebei Province and Beijing,Hebei Province and Tianjin.Furtherly,we compare the single index,such as the expenditure or the intensity of research and experiment,of Beijing,Tianjin and Hebei Province in 2006 and 2015 In this paper,we establish index system of regional scientific and technological innovation with the specific weights by hierarchy analysis.Combined with the specific data of Beijing-Tianjin-Hebei in 2010,we analyse the the imbalances and gaps of innovation environment,innovation input,innovation output and innovation effectiveness of comprehensive innovation.Totally,we analyse the comprehensive innovation through establishing index system of regional scientific and technological innovation.And we can know there is a deep and clear gap between Hebei Province and Beijing,Hebei Province and Tianjin.Innovation investment is the main aspect of the difference of the innovation ability level and innovation environment is the minimal.We take the Beijing as a reference sequence,and analyse the correlation of science and technology innovation of Tianjin,Hebei and Beijing as the synergy.We can find technological innovation are highly coordinated of Tianjin,Hebei and Beijing.and Tianjin and Beijing's coordination degree is slightly higher than the degree of coordination between Hebei and Beijing.The main aspects are the number of ordinary colleges and universities,R&D staff full-time equivalent,R&D funds accounted for the proportion of GDP between Hebei and Beijing mainly in innovation environment and innovation input.Finally,through collection of co-operation in the scientific and technological innovation between the cities in 2014,2015,we can analyse the synergy.Beijing-Tianjin-Hebei has made great progress since scientific and technological innovation strategy in 2014.The article analyses the existing problems and puts forward the corresponding suggestions...
