With the development of productive forces and the progress in science and technology, the development of human society to the public generally has a lot of spare time and surplus wealth. Then it will have a lot of leisure behavior, the result is the birth of the leisure industry. Leisure industry contributes to economic growth has been recognized in many countries and has become a new growth point. The development of leisure industry is still at an early stage in China, as it has not yet clearly defined in the industry. And the leisure industry on the relevant theory and research method is not perfect. It is in the lack of quantitative analysis about the actual situation in China.In this paper, based on the economic growth theory, the development of the leisure industry theory and related modeling theories (SD theory, GM(1,1) and DEA theory), we analyze the relationship of the leisure industry, the resource efficiency and the economic growth. Then the construction of the leisure industry in Shaanxi and resource efficiency and economic growth system dynamics model, and simulation are obtained.Firstly, the theory of domestic and international leisure industry on the progress of the research necessary has been ordered and we have introducted the introduction to the development of leisure industry in Shaanxi and through relevant data on the leisure industry's contribution to economic growth. On this basis, using the construction of a grey system GM(1,1) model, we forecasted the construction of the leisure industry to the growth of GDP of Shaanxi province. Secondly, we discuss DEA validity of leisure resources input and output efficiency of Shaanxi and point that the development of leisure industry in Shaanxi in leisure resources input and output efficiency levels is relatively low and does not have scale advantages. Finally, based on the detailed analysis of the resource efficiency and economic growth ISM system model, the simulation model which includes leisure industry system, resources system and economic growth system is established. Subsequently, through the SD model parameter estimation, model testing and simulation to study the leisure industry in Shaanxi development of several models in the way of comparative analysis, the best development mode is identified that is "Resources and coordinated economic development" mode.It puts forward corresponding implementing suggestions for this development mode.
