The human capital investment shortage has become one of the key obstacles of it stable, sustained and coordinated development. Secondly, analyzing and studying at present, our country SMEs human capital investment in the insufficient current situation and evolution general situation, this analytical mainly from at present SMEs human capital of our country mainly need and supplying with grave insufficient current situation, human capital investment evolution general situation from tradition planned economy system to modern market economy system. Once again, be that human capital invests in insufficient analysis of causes to our country SMEs, three aspect carries out that the training and investing factor of SMEs, environmental factor and system factor.
