| As the state break the monopoly of the telecommunications industry, our pace of the information technology progress has been accelerated, the mobile communications have developed rapidly. However, the market is becoming increasingly intensified. How mobile operators come to the fore, get in on the ground floor in the fierce competition in the market, is one serious problem of China Mobile Group Gansu Co., Ltd. China Mobile Group Gansu Co., Ltd have developed 9th project of network G. Through the expansion of mobile communication networks scale to achieve the breadth and depth of coverage the mobile market in Gansu, expanding rural markets to seize the initiative for the future competition. In the implementation of the project, the facing challenges are how to reduce construction costs under guaranteeing the quality of the project, how construction investment becomes into productivity as soon as possible and create new benefits, and how to properly deal with the relationship between the progress of the project and the construction cost.This paper analyses the current status and lack of the mobile communication project management of China Mobile Group Gansu Co., Ltd, the impact of the project on normal tendering procurement, organization, the progress of the project and quality control issues were summarized and analyzed, and construction delay, materials, mechanical, methods and the environment issues were studied. With reference to the domestic and international project management models and advanced experiences, learning domestic telecommunications project management methodology; because of the shortcomings of analysis of bands map and network map, this paper decomposes the 9th project of network G with Network Planning Technology, introduces how to use Network Plan Technology reasonable progress in the development of individual tasks with examples, and explains how to optimization through time and time resource. Then to make Time-Cost management calculation and establish a RCTCTP mathematical model between time limit and cost, in the non resource constraints condition and resource constraints condition according to the three models. Which described the time-cost management methods of Gansu Mobile the 9th project of network G, got the relationship between the optimal cost and progress of construction, and analyzed the risk which may affect the contract implementation, the quality control and the management system, in which the control measures in implementation risk of the contract is made before the risk, in the risk and after the risk. At the same time this result and the actual audit results are verified. Validated to prove that this system can be used to deal with the relationship between progress of the project and construction costs in the project of China Mobile Group Gansu Co., Ltd, a simple and effective management tool have been provided for mobile communications management. |
