With the social economy gathering its pace in the new era, demand of present-day enterprises for talents becomes greater than ever before, and, therefore, how to inspire and manage talents have turned out to be an important part of the business strategy of modern enterprises. With its business covering oil refining, petrochemical and chemical fertilizer, Lanzhou Petrochemical Company (LPC) is a state-owned petrochemical complex that has been operating under the planned-economy system for a long time.In the past decade, the importance of technical talents to an enterprise has been gaining its value with the development of the market economy, and talents themselves have been regarded as the most valuable resource of an enterprise, which, in fact, is one of the core resources playing a non-substitutive role in the competition preponderance of the enterprise. Challenged by the advantages of both foreign and private companies in the ever-intense competition for talents in the labor market, many talents, especially talents of technical type, have left LPC one after another seeking their better future in either foreign or private companies. This is a huge loss not only to LPC's production but also to its further development. Based on the theory of personnel inspiration of modern enterprises and with focus on both internal and external conditions as well as specific factors that account for the talent loss of the enterprise, this paper has done a deep study on the present situation of LPC's talent resources and the strategy of talents inspiration, diagnosed the problem counteracting talents inspiration effect, summed up the main problems and put forward suggestions in regard to designing and implementing new and optimized strategy. With scientific development concept leading the whole system, this paper suggests to establish a sound whole performance check-up system, perfect the inspiration mechanism, improve the existing training system and explore an effective talent inspiration strategy suitable for LPC aiming to fully arouse all employees' work initiative and enthusiasm which, in return, will attract the talents, keep them, effectively use them and prevent any run-offs, especially technical talents. Only though this way, can the competitiveness of the enterprise be further enhanced.
