In the knowledge economy era, utilization and development of human resources is the key strategic point of the core enterprise competitiveness. Nowadays, with overproduction of the whole steelmaking industry and intensifying competition, technical talents become the fatal factor for transformation and further development of an enterprise. This paper discusses how to improve core corporate competitiveness and give the initiatives of the technical talents a full play.Through investigation, quantitative analysis, talks and questionnaires about the current salary situation, this paper objectively analyzes the problems in the existing salary management of the company, puts forward a broad-band salary system matching with the talent strategy and development goal of the company. By a totally new process with broad-band salary conception and systematic design, optimizing the job, performance and initiative salaries of the technical talents, a broad-band salary model suitable for career development of the technical talents is constructed. Theoretically, it elaborates the concept, characteristics and the current domestic and overseas researches on broad-band salary; practically, with application of the generally used key-element-points method, capability model, KPI measurement tools etc. it evaluates the technical job, determine its grade and set its salary index, to optimize the performance salary and initiative solutions, reflected its focus on performance.In this study, with the theory and method of 'broad-band salary', salary management is carried out by being integrated into the management of corporation strategy to eliminate the bottle neck affecting performance management, improve the enterprise competitiveness while inspiring the technical talents, and provide a reference for the state owned enterprises, especially steelmaking enterprises to establish a scientific and effective salary system.
