According to the scale of running school checked by Shandong Provin ce education department,up to 2010,University Qingdao University' s u ndergraduate will stabilize in 32000 person,the graduate student scale will achieve 4000 person,the foreign student scale will achieve 1000 persons。According to the development scale of students,It prepares t o construct the Qingdao University' s Haoyuan area,for the purpose of increasing the teaching facility and the teaching,living use room。Th e designed total built-up area is 89800 square meters,the constructio n use area is 59209 square meters,the construction cycle will be thre e years,They are mainly used for the graduate student dormitory,forei gn student dormitory and teaching use room。This paper is taking the ca se of Qingdao University' s Haoyuan as background,on the foundation of investigation and studying of school programming and basic situation of the project,collected various data,used the method of SWOT analyti c,financial form analysis,break-even balance analysis,sensitivity an alysis and risk analysis,Analysis demonstration from technical feasibi lity,financial feasibility,national economy and social feasibility of the project.First,the overall planning,Monomer plans scheme and a11ocate proj ect,preliminary decoration idea are reasonable;the project construct ion progress plan is feasibleo Secondly,the estimated overall budgetar y of construction is 136,986,900Yuan,after forecasting and estimating the construction finance benefit and expense,established various fina ncial report forms,carried analysis on the project finance profit abil ity analysis and debt redemption ability。Through reckoning,the financ e net present value is bigger than the zero;the financial internal rat e of return is bigger than basic return rate;the Pay-back period of l oan is less than the bank' s stipulation deadline,therefore this proje ct is feasible in the finance。Third,through the benefit and expense r ecognition,used national economy appraisal parameters such as shadow price and social discount rate,adjusted the project total investment, estimated the direct benefit and direct cost on the foundation of fin ancial appraisal,distinguished the indirect benefit and overhead cost, established the national benefit-cost flow table,the project economy profit ability analysis result according to the national benefit flow table as follows:The economical internal return rate is bigger than the social discount rate,the benefit is obviously;The economic net p resent value is bigger than zero,the project is feasible。Fourth,thr ough analysis on the social influence and social efficiency which prod uced by project construction and operation,calculated the unit educat ional investment how to act the human's all-round development;and simp ly analysis the stationary index on the lavational science and technol ogy as well as the economical influence,it can provide more outstand ing talented people for locality,the foreign student can promote the culture and the technical exchange,and can promote the local advance in technology and economical development。And the project fund originat ed already,enjoyed the support of Qingdao Municipal government and the society。So the project has a good social efficiency。It also proposed the description of risk control on the foundation analysis to the fin ancial analysis,the national economy appraisal and the society apprais ed in the project construction uncertainty and risk。Briefly,It is feasible on technical feasibility appraisal,financi al feasibility appraisal,national economy feasibility appraisal and so cial feasibility appraisal,and it not only obtains certain economic ef ficiency,moreover also has a good social efficiency。Above conclusion is the important basis of the investment decision;the basis of fund ra ises;the project feasibility study carried analysis to the economy,th e financial norm,from which can keep a abreast of the fund raise abil ity and repayment of principal ability and also the profit ability;It is the basis of the design project description,the feasibility study has made the arrangement to the developmental item suggestion scale, the construction content and the construction standard and so on,thes e are the bases of the project design description。...
