A risk assessment technology was developed for assessing the safety risks of pipelines more than 30 years ago. Recently this new technology is being used increasingly for the oil and gas pipeline management in many countries. Oil-gas storage and transportation pipeline network is a part of the national infrastructure. Pipeline engineering is the main means to transport energy, in modern society, pipeline plays an important role.1. The basic principles of risk analysis, definition and classification of the accident factors principles are discussed in this paper. Inservice long-distance oil /gas pipeline route system reliability evaluation studies are based on "bathtub curve" at different times. The basic sabotage factors of China's long-distance oil/gas pipeline are gain in the form of oil pipeline sabotage and analysis on the basis of accident statistics at home and abroad.2. This paper introduces the more general index and its criteria in the current long-distance oil and gas pipelines in the risk assessment work with engineering practice, and that a set of values based on the combined weight of the fault tree of the pipeline risk assessment index score in the law.3. It are pointed in the paper which the shortcomings of index. In the absence of many ambiguous factors in the pipeline failure factors induced, so the risk assessment is also not precise, when there will be individual assessment results conflicting phenomenon. Fuzzy factors are considered in this paper on the impact of risk assessment, and fuzzy comprehensive evaluation is combined with the index theory. The combination method is defined as fuzzy-index comprehensive method, and is applied in the risk assessment of the long-distance gas pipeline to get the evaluation results more objective and accurate.In the course of the study of the paper, the following areas are innovated, or have put forward innovative ideas: 1. Combined of domestic actual situation, such as environmental conditions, operating conditions and management techniques, established of oil and gas pipeline fault tree, and determined the weight of risk factors with gray method.2. Amended the score system and the set score based on the weight of the index method with the fault tree。3. With the shortcomings of index and the theory and methods of fuzzy comprehensive evaluation, the fuzzy-index comprehensive theory are put forward and contrast with the index on their rationality and feasibility.
