With China’s accession to WTO, more and more oil long-distance pipelines and other largeconstruction projects with more complex engineering and new technology, new technique andnew methods emerge, which put forward higher requirements for project management. Largemultinational companies in Europe and America have occupied the high end in the industrychain by making use of their key technologies, core business, comprehensive services and theadvantages in collectivization, specialization and integration, and carrying out PMC business inthe field of international pipeline construction to provide supports for owners’ decision. In orderto bringing China’s project management in line with international practice increasingly, thedomestic implementation of PMC management model has become a trend.Based on the new direction of Chinese current petroleum and natural gas transmissionlong-distance pipeline engineering project management, this article researches the applicationand risk of the management model of the current domestic construction engineering projectmanagement. First, the development history and research status of PMC management mode aresummarized, and its main meaning and type are well understood as well, meanwhile theadvantages and disadvantages of other management mode are compared with and analyzed.Second, based on the analysis of the management status, lag reasons of PMC model in China’soil long-distance pipeline projects, the risk identification is done according to the three stages’management content of PMC management mode in long distance pipeline engineeringconstruction, and the evaluation index system is established, too. At the same time, by usinganalytic hierarchy process (AHP), risk assessment model is constructed to do quantitative riskanalysis for the implementation of PMC management model. At last, take the example of theimplementation of PMC management model in Beijing section of CNPC Datang Coal-derivednatural gas long-distance pipeline project to do application research and risk assessmentempirical analysis to provide theoretical support and decision-making basis on proper riskmanagement work for both owner and project management companies, in order to effectivelyimprove oil long-distance pipeline project construction management efficiency.By the presentation of all kinds of specific engineering project management mode and theresearch of PMC management mode application risk, in this paper, beneficial countermeasuresand suggestions are put forward to promote Chinese engineering enterprises to strengthen theirown reform and integrate Chinese engineering project management with international standardsand shorten the gap with international advanced level as soon as possible. The research in thispaper can be considered as a useful reference for Chinese investment enterprises’ application ofPMC management mode in long-distance pipeline engineering project, promoting the wide useof PMC mode.
