As China’s economic development and people’s living standards improve, domestic energy consumption is growing rapidly. The proportion of the refined oil and natural gas consumption has gradually improved, so the long-distance pipeline as an efficient and economical mode of transport, is becoming the investment focus from petrochemical enterprises. Domestic and foreign petrochemical enterprises formed the HSE management system in the course of their long-term development, and fully applied it to the every field of their business. In the long-distance pipeline construction process, the HSE system should get more attention because of their environmental impacts, construction conditions varied, hard working and living conditions and other factors. However, when the traditional HSE management system directly applied to long-distance pipeline construction process, there has been some problems such as the difference of the key factors, lack of performance appraisal, management indicators uniform, and many other problems. At the same time, with the lack of a comprehensive analysis of the effectiveness about the HSE management application process, it is not conducive to the overall study of the project. To solve these problems, this paper introduces the basic classical HSE management system knowledge and long-distance pipeline construction project of our country on the general characteristics of the original management system, comparative analysis the key elements, and select some appropriate key elements. Then combining the pipeline construction practical problems and shortcomings of HSE management, it takes the impact factors of key elements into consideration, with increasing, consolidation, deletion of relevant indicators. Finally we can get a perfected suitable HSE management system for long-distance pipeline construction project. In order to evaluate the validity of the system better, the paper is going to build an evaluation model using fuzzy comprehensive evaluation method. First, we can apply the Analytic Hierarchy Process to the HSE management system perfected to calculate the layers index weights and obtain the index weight vector of every layer. Then we can build evaluation matrix layer by layer, and at last, the final comprehensive evaluation should be done. At the end of this paper, I will take a long-distance pipeline which is under construction as an example, after the introduction of some HSE management measures within the project, I will apply the evaluation model to evaluate the project HSE management effectiveness, and analysis the results of the evaluation, finally, I will put forward some recommendations for improvement.
