Mechanism Analysis On International Outsourcing Undering Global Value Chain

The third technological revolution has promoted the development of economic globalization. Undering the promotion of technological revolution and economic globalization, the product value chain subdivides unceasingly, various links in the value chain surmount country boundary and disperse to different countries of the world, forming the global value chain finally. With expansion and extension of value chain in the global, international division of labor is not limited to the production stage, but lies in the while production value chain, and international division of labor has developed from division between industries to production. In order to adapt to the changes in operating environment, the Multinational corporations start to adjust their global production system, organizational structure of the company, the management and investment strategy. Under the background of economic globalization, the international outsourcing service becomes the important management pattern in account executive of developed country Multinational corporation day by day.This article first analyze the research situation of global value chain theory and international outsourcing theory in domestic and abroad,and understand the related research tendency. On this basis, The article makes theoretical analysis on the mechanism of global outsourcing system, mainly includes agent mechanism, operational mechanism and solution mechanism. In the part of agent mechanism, this article borrows Williamson inspirational model to study the reasons of outsourcing development, and display the forming and developing reasons of the global value chain outsourcing system from three aspects as the enterprise own, the economical and technical factors, the policy factors and so on; In the operational mechanism, mainly includes three parts: decision-making mechanism, incentive mechanism and benefit assignment mechanism. In the mechanism of decision-making, the article analyze how the enterprise to carry on outsourcing decision by establishing the decision model of global value chain outsourcing; In the incentive mechanism, the article use the theory of game theory to analyze gambling relations between the two parties in different cooperation period, and introduce incentive mechanism in the bilateral cooperation to regulate their behavior; In the benefit assignment mechanism, the article draws out the benefit assignment problem in global value chain outsourcing system through the analysis on the assignment of benefit in general value chain; In solution mechanism, the article makes analysis on risks exist in outsourcing business through risk matrix firstly, and then describes all sorts of risks which possibly appeared to the global value chain outsourcing system in detail and put forward coping methods for various risks at the time of building risk prevention mechanism. Through the analysis of related theories, enabled us to understand the system of global value chain outsourcing comprehensively and directly, and we hope all the above analysis can provide theory reference for the further development of Chinese Enterprise.In empirical analysis part, this article first makes the analysis to our country's localization in global value chain outsourcing system, and next it takes Chinese software industry which is in more mature development in the international outsourcing business as the example to studies the mechanism of Chinese software industry in the global value chain software outsourcing. Software industry's development path in the market of global value chain provides important reference for the further development of Chinese Enterprise. By studying the development model in global outsourcing business of India and US, the article points out the development model of Chinese Enterprise: the combining of"bringing in"and"going out".On this road, it needs joint efforts of government, firms and social economy association like guild to create the Chinese"characteristic outsourcing"and promote the status of Chinese Enterprise in the global value chain.
