With the rapid development of logistic industry in China, logistic centers of city expand. Whereas, the operation of logistic centers . benefit for the distribution service. What's more, logistic centers location not only influences the costs of operation but also influences the future development. Therefore, logistic centers location is not only the important question in logistics system optimizing but also the strategic problem in decision making.The paper puts the significance of logistic centers location as the precondition. Firstly, introduce the basic theory about logistic centers location, including the definition, the function, the types of logistic centers, the external and internal factors of location, and also the three methods—quantitative analysis model,qualitative analysis, and the mathod combine the two. Put emphasis on the analysis of advantages and disadvantages among the methods, and put forward that the third method is more practical. Secondly, based on the basic theories of location factors, filtrating the logistic node using fuzzy evaluation to qualitative analysis so as to exclude the ones of inferior location. Followly, using bi-level programming model to quantitative analysis . The bi-level programming model has two levels of objective functions which describe two different object of two different decision-maker—the logistic center location planner andthe consumer. This model also describes the problem of the selection of the consumers after logistic center being built. The genetic algorithm are applied to optimizing the location of logistic center. The model in this paper is more practical.
