Povetry is considered to be the top of the three major problems in the development of the world by the UN. Poverty is not only an economic issue but also related to the policitics and the development of society. It is suggested recently that poverty peoblems can be solved through the development of tourism industry in the poor areas. The well known research which has combined povetry issues and the development of tourism industry is called "Pro-Poor Tourism" is done supported by the International Development Fund of the UK in 1980s. Now great deal of investigation and research show that the distribution of the plenty tourism resource and the distribution of the concentration of the poor inour country are highly overlapped and the tourism resource are the most potential to compete in the poor area where they are more centralized in their distribution and more value in their quality. Sichuan is famous for its tremendous tourism resources, it is possible to carry out "Pro-Poor Tourism" here.This study has combined the theories and the experiences from the practice and enabled a logical structure through a framework started with the presentation of theories, followed by case-based analysis and ended with recommendations. The case in this research is the tourism development of Hongsha village in the town of Sansheng in Jinjiang, Chengdu. Hongsha village is one successful example of "Pro-Poor Tourism" of Sichuan provience. It is proved by the case study in Hongsha village that it is workable to develop "Pro-Poor Tourism" in poor areas. It is recommended that ther poor areas in Sichuan province can think about develop "Pro-Poor Tourism" to solve poverty problems with sustainable tourism development plans. This study has drawn some suggestions about how to the development of "Pro-Poor Tourism" .Finally, the conclusions of the findings of this research were presented, including the limitations and suggestions for further study.
