To compare with private ownership of the western developed capitalist nations, there are an overwhelming numbers of state-owned assets in China. With the pace of its innovation, its institute had been repeatedly innovated until a supervisory committee to manage the government assets was built in 2003.Actually, not all the problems on the systems of its management can be solved by the supervisory committee. Since the committee was built, the discussions and even the debates have been going on theoretically and practically, which indicates the legal systems on the supervisory committee are not sound enough and some problems on the legal systems of its executing are to be discussed.Firstly, the comprehension of its essence is under the debate. Such expression seems to be too general, which fails to illustrate the meaning of"special legalized institute"legally.
