With the rapid development in the telecommunications industry and the increasingly fierce competition in the market today, the Taian City Branch of China Netcom Group (limited) company (marked as Taian NetCom) is facing a severe position. As China RailCom and China TeleCom's impact, China NetCom's fixed-line telephone service declines, in some counties branch, the number of users has negative growth; PHS service grows slowly, as China Mobile and China Unicom's mobile service competition; only broadband service grows fast and has an absolute advantage in the market. The fast development of infomationization of the middle-and-small-scale companies has made an especial contribution to this. In such an environment, how can Taian NetCom strengthen the competing dominance in the broad band service and change the state of having voice service as the main earning, has become an important question.The market of the infomationization of the middle-and-small-scale companies has become a hot global IT industry. Faced with this fast-growing market, telecom operators are turning their attention to this area. Making a full use of Taian NetCom's overall strength to develop the infomationization service for the middle-and-small-scale companies, is an important act in promoting the broadband services. This is also the subject of this thesis.In this thesis, the Boston Matrix and Five Competitive Forces model of Porter, as well as SWOT analysis model, are used. With these theories, the industry competitive environment, the position of the broad band service and the important role of promoting the infomationization service for the middle-and-small-scale companies are analyzed. Using the SWOT model, the strength and weakness of Taian NetCom comparing with other competitors are analyzed. The Taian NetCom's total policy of developing the infomationization service for the middle-and-small-scale companies is further discussed.Moreover, a new development pattern is proposed innovatively to overcome the weakness of the traditional developing pattern in infomationization of the middle-and-small-scale companies. This pattern can help the middle-and-small-scale companies to overcome their shortage in capital, technology and skilled staff, and make up the cooperating fellow's weakness in the brand, marketing and service. Thus can help enterprises in the industry chain develop much better. In this way Taian NetCom's competing dominance in broad band service and infomationization service can be strengthened. Finally, the further developing policy of this new developing pattern is discussed.
