After entering the 21st century, Chinese marketing economy has got further deep development. Joining WTO provides wide marketing space for the increasing Chinese economy and Chinese corpomotions. But we must see that more furious market competence and more severe challenge on government, corporations and individuals are combined with international economic integration.Tobacco industry is special for its high profits, high revenue and monopolization under the control of the state. As the epilogue of WTO entering protection period approaches, tobacco industry is going to face all-sided competence from internation market. Compared with international tobacco magnates, Chinese tobacco companies are left far behind on the manufacturing scale, marketing deploitation, human resource management and other aspects. So the State Tobacco Monopoly Administration indicated a strategy oritation of "deepening reform, pushing recombination, building alliance and developing together", establishing a strategic target of large company, large market and large brand.To implement the above strategic target, we must try to excavate human resource, the most potential resource which is most likely to provide competence advantages for the tobacco companies. Human resource has become the first resource in the company and around the nation. The competence between companies is summed up as human resource compentence. Most of the staff in Chinese companies is still in basic physiological needs, safety needs and social needs and so think highly of the compensation. Compensation becomes their original working drive force and the material basis of their existence. Compensation is also the behavial form of working staff's social status and implementing approach of self-value. Compensation management is one of the important parts of the company's human resource management and concerns the basic benefits of the staff and the realization of the company's whole target. A rationly designed competitive salary system helps to attract and ratain persons with ability, stimulate staff and improve the whole performance of the staff and company.The writer makes some significative probe into how to design a rational and scientific compensation system to inspire the potential of the staff and create high performance from the point of view of stimulation by referring to correlative modern study on compensation theory and joining working practice and reform instances of Shandong Tobacco.The report conducts the following researches approach such as analysis, theoretical analysis, case study and studying documents. It points out the significant meaning of the rationalization of the sales staff's compensation system on the implementation of the strategy target of Chinese Tobacco Shandong Industrial Corporation. It establishes basis for redesign salary system for sales staff.Fourthly, a new scheme of compensation system for sales people is designed. Assessing indexs are set up on latetudes of sales performance, ability, attitudes and serving quality and assessing princeples are ensured. The paper points out the corresponding preparation, assessing index, standards, terms, peocedures and responsibility body and discusses the utilization and improvemet of the compensation system.The writer appraises and thinks the design and improvement of the whole compensation management system scheme. Aspects of the scheme to be consummated are indicated. For example, the stimulant measures on the aspect of spirit are to be made more legible easy to be operated so as to implement its pushing actions on the strategy of the company on a higher level.The innovating points of the article lie on constructing a strategy oriented designing scheme of compensation management system combined with the practical staus of compensation management system of Jinan Tobacco Company from the point of material application of compensation management theory. It has some use of reference on the pushing of modern human resource management in the company and has some realistic and theoretical significance on the building of stimulant compensation management system in state-owned corporations.
