Nowdays, the world is in the stage of knowledge-based economy. Science and technology is playing a more and more important role in economic growth.In China, urban development is in an important strategic period, facing increasingly fierce competition form domestic and foreign. The land, resources, environment, population is going to be constrainted. So we must attach importance to self-innovation and upgrade A to regional development leading strategic.In this paper, I study on the content and meaning of indigenous innovation.We get the conclusion that the key to enhance regional innovation capability is to enhance regional indigenous research and development capacity. Also, measuring our on our own research and development capabilities can reflects the process of innovation own strengths and weaknesses. With the theory of Regional Innovation Network, this paper chose the region's unique perspective -cities, build an index Evaluation system of the regional autonomy system of innovation to Measure our own research and development capabilities of regional.According to the evaluation system we measure typical eight city's (Beijing, Shanghai, Guangzhou, Chongqing, Wuhan, Nanjing and Hangzhou) innovative research and development capabilities with domestic in China for comparative studies.
