Study On Mode Of Urban Land Consolidation

With the industrialization and urbanization, industrial structure of China has been transformed greatly. As a result, a higher requirement for the consolidation of urban land-use structure is brought forward. Meanwhile, every kind of contradictions of land use in the process of urbanization appears. Under this background, urban land consolidation emerges as required. Scholars apply the concept of land consolidation to regional development widespreadly, and make every kind of definition and measurement for urban land consolidation. Generally speaking, land consolidation is a kind of measure for land improvement which is carried out by the government according to urban development strategy and urban planning. Sustainable development of land resources is achieved by readjusting and transforming the urban land use structure.Urban land consolidation aims at solving the contradictions and problems existing in the urban land use, enhancing the intension of urban land use and making the urban land-use structure reasonable, as a result, social benefit,economic benefit and ecological benefit can be achieved. Choosing which kind of mode and related management measures to operate the process effectively is the key problem to the land consolidation. It can be seen that management mode and application mode of land consolidation has their guidance for the urban land consolidation practice.Based on the reference of domestic and abroad related research results, under the background that the land consolidation mode is unsophisticated, this paper raises the studied problem.Firstly, this paper discusses about the connotation,content,extent and process of urban land consolidation by comparing land consolidation between domestic and abroad. Range of land consolidation is defined as construction land consolidation in urban built-up area and urban planned area and agricultural land consolidation in the urban fringe.Secondly, this paper studies urban land consolidation mode in the two point views of organization management and practical application according to China's own conditions, based on the reference of the successful experience of urban land consolidation abroad, this paper presents that government-led and planning-oriented land consolidation management mode are taken in our country's cities. According to different kinds of land-use and different characteristics of urban, this paper points out three operational mode for China's urban land consolidation by combining objects of urban planning and land consolidation program.Finally, this paper combines the Specific operation of organization management and practical application. Urban land consolidation is classified into three phases including prior period middle period and later period,and the management proposals of urban land consolidation mode is raised.
