Circular Economy Highway Construction Resettlement Monitoring And Evaluation Study

"Only roads come first can economy be prosperous." Then we can realize how important communications are for economical development. Sustainable economical development needs sustainable communications development. As the most important part of communications, expressway construction has became the focal point of communications and obtained rapid development, thanks to its superiorities as safe, express, large transport capacity and so on. However, expressway project equally needs land as other development projects. Therefore, a part of people affected may lose their land and move to another place and become immigrants. The position of resettlement has moved upward to unparalleled height along with the attention to immigrants becoming more and more. Immigrants' resettlement has become an important branch of expressway project.The voice to constrcut "ecological expressway" becomes more and higher, owing to the fast development of the recycle economy. Thus, the most important problem, immigrants' resettlement, has to realize "ecological resettlement". Nowadays, how immigrants settled has become the key to evaluate whether an expressway project is a success or failure, but how immigrants settled needs to be defined by monitoring and evaluation. And we need to build appropriate index system so that we can ensure the result of monitoring and evaluation is comprehensive, objective and accurate. At present, there are few achievements with regard to this field at home and in abroad. And there is not a systematic, comprehensive and universally accepted index system for resettlement monitoring and evaluation.This paper utilized a set of theories and methods from economics, sociology, systematic science, project management, and so forth. It adopted analysis methods such as systematic analysis and gradation analysis. It combined the author's practical experiences on the basis of now available achievements from related fields. It thoroughly studied the construction of expressway and the production of immigrants, the importance of resettlement, the purpose and importance of resettlement monitoring and evaluation, built monitoring and evaluation index system for resettlement of expressway construction in recycle economy society, and carried out actual research.
