Research On The City Vulnerable Groups' Housing Security System In China

Housing is the essential condition for human beings' survival and development, and the housing problem is always the focus of human's attention. As China's social and economic development, people's living situation improved obviously. Their demands on life quality improved too. At the same time, the residents' housing needs have been high. The House Security System is a very important part of Social Security System. The establishment of House Security System is not only an inner need of its commodity characteristics, but also an important means of solving some related social political problems, improving social equity, keeping social stability and promoting social economy developing stably and healthily. The researching object of this paper is housing security of the China's vulnerable groups. There is a contradiction in these groups that is the enormous needs and the lower payment capacity. They don't able to obtain necessary house, though they need it very much. So the key of the security should be put on the city vulnerable groups which are combined mainly by low income citizens and their families.Under the guidance of Scientific Outlook on Development, by the dint of Public Policy Theory as analytic tool, and to draw on the advancing housing security experience of U.S.A, Singapore and other districts and countries, this thesis analyses China's city vulnerable groups' housing security system's development history, present situation, existing problems and how to perfect the system, brings forward some personal views also.This thesis comprises five parts: the introduction which introduces the research background and some related concepts, the history of China's city vulnerable groups' housing security system's development, the present situation of China's city vulnerable groups' housing security, the city housing security system and inspiration of other districts and countries and some suggestions for perfecting China's city vulnerable groups' housing security system.As the first part of this paper, the introduction brings forward the social, economical and policy background of this research. Define some related concepts on housing vulnerable groups and housing security system.The history of China's city vulnerable groups' housing security system's development is this thesis second part. In this part, mainly introduce and analyze some housing security system materials of planned economy period and market economy period.The third part is about the analysis on the present situation of China's city vulnerable groups' housing security. Through the introduction and analysis of the present housing security system for city vulnerable groups which mainly forms by economical affordable house, low-rent house and policies on personal housing accumulation fund loan, find some problems on China's present situation of city vulnerable groups' housing security policies.Other districts and countries experiences and inspirations on housing security system is the fourth part of this thesis. This part mainly introduces the housing security system in Hong Kong, Singapore, U.S.A. and France which is advancing in this region. And want to have some inspirations for China's housing security development through the comparisons.Some suggestions on perfecting China's housing security system are the fifth part, also the last part of this thesis. There are seven suggestions in this part: establishing a long-term plan, confirming targets of every phase; and making definite government and society responsibilities to perfect housing security system; accelerating the legal establishment on housing security; realizing equity on housing security system by defining security range reasonably; increasing the sources of low-rent house, controlling strictly on the squares of economical affordable house; perfecting the personal housing accumulation fund loan system; financing variously for housing security.
