Knowledge Economy is on leading position in the 21st century.With the the concept of scientific development and the idea of harmonious society deeply into people's heart.Human resource management should be reformed and people-oriented management is the trend. Under this circumstances, a batch of advanced enterprises gradually realize the important position of "person" in enterprises'development, the capital begins to show solicitude for person and puts people-oriented management into practice managing in the actual management.This article first reviewed and summarized the people-oriented management theory and the related theories essence, including people-oriented management and the thought path, the basic connotation, the function mechanism and some related theories as assumption about human nature theory, the staff motivation theory, the tutorial organization theory, the quality of work and life theory, the construction of enterprise culture theory, the society responsibility of enterprise theory.Then, through the on-the-spot investigation of 32 key industries and enterprises in Jiangsu Province Hai'an County Qu Tang town, this article takes the massive first materials as the basis has carried on the thorough system analysis to these enterprise'present development situation of human resources management and the its operation pattern from superintendent's idea, human resources introduction, disposition, development, drive, retention as well as enterprise culture construction and social responsibility fulfillment, And the artical has promulgated universal existence question according to the people-oriented management request, and analyzed the in-depth reasons. In this foundation, this article proposed seven countermeasure suggestions about effectively people-oriented management.(1) The idea innovation, sets up the humanist idea.(2)Enhances strong points and avoid weaknesses, establishes the effective introduction of talent mechanism.(3) The optimized disposition, builds the good mechanism for choosing a person for a job.(4) Establishes the effective training mechanism, improves the staffs'comprehensive quality.(5) The perfect enterprise Stimulation Mechanism, arouses the staff's enthusiasm.(6) Molds the outstanding enterprise culture,enhance the enterprise's cohesive force.(7) fulfils society responsibilities, setting up good society image of enterprise.This article's conclusion is that the people-oriented management is the core of business management, is also the key of enterprise's development, and is the foundation of the enterprise sustainable development.With the severe competition of region economic, the national macro-control, and the opening of the Sutong bridge,the Jianghai highway and the Ningqi railroad.Hai'an's enterprise face to the new opportunity and the challenge.But human resources management's backwardness and lacked people-oriented management have hindered enterprise's development. If these enterprises cannot implement people-oriented management effectively, then it's difficult for them to be competing in the drive environment.So these key enterprises should hold the opportunity, implement people-oriented management.And realize the sustainable development.
