Research On Information Asymmetry Of Agro-product Quality Safety And Countermeasure

China's rural economics has been developed rapidly after reforming and opening-up policy has been carried out, and chinese people start to pay attention to agro-product quality and safety because on one side China has achieved in agro-product supply and diversity which attracting people's attention ,on the other side there are hidden troubles in safety including input product quality, environmental quality in the production areas, and anti-epidemic system, these troubles come from the production to sales of agro-product. Therefore the situation of agro-product quality and safety is not optimistic. In recent years, international and domesdic agro-product quality and safety events continuing outbreak result in food safety crisis unprecedently that not only result in great economic loss, but also bring much social influence, because unsafety agro-products would greatly harm consumer's health ,and lead to people's fear mentality, which effect consumer's trust for the governmrnt.Therefore agro-product quality and safety has increased to a global significant strategic problem that has caused governments worldwide to pay a high attention. But the current domestic-related research tends to take the agro-product quality and safety as the problem of biology and health quarantine areas, and it is inadequate on economics. There are many market failures in the market of agro-product quality safety and information asymmetry is the keypoint. Based on the background, through research on the effect of information asymmetry for agro-product quality safety management and combine with the successful experiences of the IC card system of agro-product quality safety in Nanjing, this paper put forward a preliminary analytic framework for alleviating the information asymmetry of agro-product quality safety and offer some suggestions for governmrnt's decision.The consequence of information asymmetry for agro-product quality safety was analyzed with the theory of information asymmetry, which concluded"lemon market","moral hazard"of producer and"trust crisis"for government respectively induced by information asymmetry between producer and consumer, producer and government, consumer and government. All the consequence made it difficult to safeguard the quality and safety of agro-product.With the example of the IC card system of agro-product quality safety successfully used in Nanjing, some measures were found to resolve the problems of information asymmetry for the quality and safety of agro-product. Some advices was proposed to make the laws regulations system and standards system of agro-product quality safety more perfect which gave the base to release the severity of information asymmetry. Firstly, the problem of information asymmetry between producer and consumer during producing and selling could be primarily resolved with the measures to carry out agro-product labeling, to encourage the enterprises to implement quality certification and cultivate their reputation mechanism. Secondly, the problem of information asymmetry between producer and government during the stages of producing, storage, transportation and selling could be relieved with some measures taken to improve the agricultural organization degree, to perfect the testing and inspection system of agro-product quality safety, to produce with more strict policy, to support industry association, to accelerate the certification of quality and safety of agro-product, and implement market access policy. Finally, the problem of information asymmetry between consumer and government could be primarily resolved with the measures taken to overcome the multiple management of the government and uniform the authority and responsibility on agro-product quality safety, establish information publicity system, increase the popularity of knowledge for agro-product quality safety, dispose actively and inhibit media aggrandizing the events of agro-product quality safety.
