Way Selection Of Reconstructing Rural Basic Public Service System

Nowadays, our rural basic public service system in our country is a major issue during the city and rural development, comprehensive construction well - off society process. It has so many problems and flaws that causes the low efficiency of the basic public service supplies. It seriously hinders the development of rural social economy and the enhancement of the farmers' life quality.In order to construct socialism new rural and harmonious society, we must reconstruct the raral basic public service system. This thesis is based on the history and the present situation of rural basic public service system, and takes the changed policy after the rural tax revenue reform as the research background. It utilizes the public finance and the city-rural dual structure theory as its analysis frame. And also it uses the institution analysis method to deeply research the restriction factors and the corresponding countermeasure of the current rural basic public service system.The main body of this thesis is formed by five parts: The first part expounds the rural basic public service system from theory angel. It defines some related concepts in detail. The second part historically elaborates the development process of our rural basic public service system. It can devide into three period: founding period, reform and opening up period and new rural construction period. The third part inspects the reality of countryside basic public service system. Currently, our countryside basic public service system exists many problems, such as insufficient effective supplies, the supply and demand comes apart, large difference between the regions and supplies mode is single. The forth part is the reason. The last part looks to the future of rural basic public service system and proposes the way selection of reconstructing countryside basic public service system.
