| Based on others' research about "The New Industrial District Theory" , the paper summarized different viewpoints , absorbed valuable results , enriched and perfected The New Industrial District Theory, applied the theory to the construction of the Industrial Zone of Caofeidian.The paper also analyzed the way on how to construct Caofeidian Industrial Zone and made a referenced proposals on policy-making.The paper redefined "The New Industrial District". The new definition was applied to analyze the practice in the Caofeidian Industrial Zone.The paper enriched the materials about the applying of "The New Industrial District Theory", put forward its own views; and gave out its suggestion on Caofeidian's "recycling economy" construction, and considered that: an industrial layout in accordance with the requirements of the industrial recycle chain is not enough for running a "cycle economy ". the industrial chain cycle would be broken when investing in some links which can only make a low profit, because profit-driving enterprises are only interested in some "rich" links. So it is very necessary for the government to adopt some appropriate fiscal measures to support the low -profit area. |
