Procurement control is a management emphasis for EPC project. I discuss how to realize complete procurement control of integrated petrochemical complex through modern theories for project management and combine a procurement plan for a large petroleum chemical plant EPC project that our company carried on,so as to realize the project management goal.We must control schedule,quality and cost whole Project procurement management course. Manager must confirm the work duty system of procurement principal,assort with administer work process guarantee system and missionary in work layer flow guarantee system,and to analyze the factors affect schedule quality and cost in every phases,then set down the related control measures.The first important control factor is schedule in procurements management,procurement schedule affects construct schedule greatly, we should analyze the demand in EPC contract before actualize procurement,the difficulty and emphases of project procurement,then to decide work schedule and goal. According to project construction network schedule and analyze and confirm key line and milestone.We confirm three project key line by analyzing project goal. we according to project characteristic and experience of other project before,and design period,study for delivery period of long period equipment and installation period. The equipments on the key line must be finish before control point, so procurement department decides to finish long period equipments orders before 30 May 2009 then make sure project middle delivery in time. For stillness equipments for important reactor, exceed limit and large style towers, large style heat exchanger,special material, design department must regard the aspect in schedule,manpower resource greatly,to guarantee the project schedule and delivery the equipments in the key line in time.According to de project whole schedule,procurement manager organize each specialty to assort with project division to workout《detail project procurement schedule》in P3 software,to guide each purchase team. Procurement schedule should meet demand of project whole schedule by dynamic control. For those long period equipments and key equipments materials, we shall start to order as soon as possible need early, arrive early, to make sure construction schedule.Every specialty team should work according to the procurement schedule and update the procurement status every day then report regularly. After procurement manager collect news from every specialty team then submit to control schedule department that they will calculate earn value. They will analyze the procurement status. to judge it is advance or lag and make correct schedule departure measures .During require price period we shall review the vendors ability of manufacture outstanding achievement and contract execute before confirm vendor list that supply large style equipments in the key line.During manufacture the work emphases is to have expediting delivery,make sure the vendor can delivery the product according the contract time table. The main job for expediting delivery is to check supervise the states of design,procurement,produce,inspection,packing regularly and aperiodically , collect and treatment the information in time and supervise vendors to delivery documents,drawing data and final production .This phases is important control phases.We according to the"Equipment materials key grade table"to check and supervise, and base the order requirement factory grade and delivery demand on site to make expediting delivery and inspection plan. We flow the principle"prevent is first,regard process,initiative control,dynamic management. We shall to expediting delivery and supervise with plan,pertinence and forecast.The second important control factor is quality in procurements management,if there isn't whole process quality guarantee system and powerful control measure we can't supply eligible equipments materials for project,and will bring huge security hidden trouble during the petroleum and chemical unit running .So we must regard the quality problems about project duty system greatly, to grasp procurement quality management each phases,control every work flow quality strictly, so we could supply eligible equipment and materials and guarantee the project material foundationFirst we utilize cause and effect analysis chart to find the main reasons that produce reject, then we make effective control measures to destroy quality hidden troubles. We according the duty and to control the quality problems. Base the"The expediting delivery and inspection grade table"and in prophase project department confirm the equipment inspection grade and scope ,procurement department decide the inspection emphases and responsibility person,guarantee the key equipments quality be control whole process. During inspection we adopt scientific manage means,supervise the vendors to improve the equipments quality.The third important control factor is quality in procurements management. The cost for equipments materials occupy 5 0%—60% in total investment in large style petroleum and chemical project construction,These charge are payout continuously in purchasing. Procurement decide the project profit level,especial for EPC project if we can't control the cost the company profit goal will fall . Project personal from administer layer,executive layer and work layer all should build up consciousness for control cost in whole process,activity to low the procurement cost,so we creative condition to finish company management goal. We must attention the technology negotiation phases and invite public bidding phases,to guarantee the procurement equipments standards is reasonable and configure is economically.There many interior and exterior connection during procurement process,we should build harmony interface and good style with interior different department and exterior client,vendor and government department, and keep to communicate smoothly. Communication and harmony in procurement process smoothly ensure to realize the goal that control the project schedule,project quality and project cost on the whole project process.The procurement documents management is a main work for procurement management. The purchase document's quantity is very large and species is very much, so we must set up and maintenance a suit of document management system,ensure the documents should be flow smoothly,efficient,control, and assure handover the eligible complete project documentations in future.
