By introducing the project management system of knowledge and the cost management theory, especially the method of earned value management, the author completed the telecommunication project of Beijing Netcom China's People Police University TuanHe District successfully. The thesis gives how to determine the project scope, WBS (Work Breakdown Structure), project schedule and critical path in detail, and how to do the cost estimate, cost budget and cost check in the earned value management of telecommunication projects. By using these technique, the thesis generates the earned value reports of two phases in project implementation (Period 3 and Period 11), gives the detail cost analysis using the project field information, gets the status and trend of project cost and schedule, and finally gives the improved actions so as to effectively control the project cost and schedule by using earned value management method.This thesis summarizes the particularity and success experience of the earned value management in the telecommunication project, specifies the management procedures and standard in telecommunication project and provides a general guideline for the project management of telecommunication projects.
