Human resources allocation is one reason of human resources conflict happening frequently in function divisions in matrix organization. The paper does both theory and positivism study, with both qualitative analysis and quantitative analysis method, then gives connotation, system scheme, and model of human resources allocation of function divisions in matrix organization. The following conclusions are listed:1) Difinition and main characteristics of human resources allocation of function divisions in matrix organization are given. The difinition is discribed conclusively for the first time through comparison of,analyse and induction. The characteristics are analyzed and included so systemly also for the first time based on system theory and value theory. The two characteristics, mode and result oriented task of projectification, and essential of human resource constraints, are raised for the first time. This study supplys a gap of human resource allocation theory study.2) Relationship model of function divisions in matrix organization is given. The relationship model that other studys'v given describes the result but no factors of human resources allocation. This paper improves the relationship model that other studys'v given, then gives the new releationship model in matrix style. The model is composed by five factors includeing persones, human resource characteristics, human resource characteristics needed for taskes, requirement of taskes, taskes. The model provides base for both human resource theory study and scheme choosing in practice.3) Effect estimate method and optimization principle for human resource allocation are given to compare and select in different human resource allocation schemes. Most study estimate and optimize based on product amount. Not only the effect estimate method can't be applied to all types of function divisions, but also the optimization principle ignores resource buffering and make long-term effect down. This paper gives effect estimate method and optimization principle based on human resource capability buffer proportion and taskes time in the case of that coast and quality of taskes is guaranteed. It can be applied to all types of function divisions and keeps long-term effect.4) How human resources characteristics affect human resource allocation, which other studys suppose or ignore, is summed up. Other study only can be used in supposed or ideal conditions, so their value are reduced. This paper describes that human resources characteristics is the key constraints factor of human resource allocation through constraints factor analyse, then identifies that human resources characteristics including relationship with time, value's change dynamicly, individual difference, rare human resource, structure and system characteristic,etc, determine human resource output and change, and lastly are constraints conditions of human resource allocation decision-making. It supplies a gap of ignorer to human resources characteristics in theory study of human resource allocation.5) System scheme and model based on Petri net theory are given. Other studys look for arithmetics to optimize specification of product amount in management operational research perspective, which can't solve problems in practice. Bur this paper gives a scheme based on model. For the first time, the model systemly integrates human resource allocation and task time management with Petri thoery based on scheme and human resource estimate dynamically. The model can be used to dynamically estimate taskes time, find the key human resources, estimate effect of human resouce allcation scheme and optimize it. So it really solve problems in practice.6) Amended critial chain project management method is given. Traditional critial chain project management method regards 50% of task planning duration as task safe duration. It's based on experience, and has no thoery proof. It also says that task safe duration is always positive,but positive, zero, negative are all possible in the real situation. This paper calculates project activity's safe duration with human resource capability, then states the concept of task safe duration in different directions. This paper calculates critial chain buffing time using 50% of sum of positive taskes safe duration to subtract sum of absolute value of negative taskes safe duration. It develops the critial chain project management theory, and make project time management more exactly, then join different direction taskes duration windage of system risk, and lastly are in favor of system risk management planing as a whole.
