Study On The Role And Behavior Of Government For The Property Management Of Residential Zone

Since reform and opening-up, the Housing Construction has made great achievements in China, and people's housing conditions were significantly improved. Since the first property service company was founded in the city of Shenzhen in 1981, the property management of residential zone has made a great change. The property management of residential zone has become an important part in urban management and community building. But compared with the property management of residential zone in Singapore, the property management of residential zone in China is incomplete, and there are many problems to be solved, such as, the legal system about the property management of residential zone in China is incomplete, the property service companies work not very well, the owners are not the rival of the property service companies, the institutions who supply water and gas to the public don't accept the responsibility which should be accepted, and so on. From the view of common management, the government doesn't play well his role in the property management of residential zone. In my opinion, Chinese government doesn't formulate and implement the legal system about the property management of residential zone well, and the systematization of administrative organs of the property management of residential zone is incomplete, and the government plays poor in making the public have a correct concept about the property management of residential zone and in cultivating the property management association. So from the view of common administration,the government should be the guilder to guild the system of management which is composed by the government, the property service companies of the property management of residential zone and the public, should be the constitutor to consummate the legal system about the property management of residential zone, and should be the supporter to help the other managers, such as, the public( or the committee of owner) and the property service companies to develop. Finally, the government should make a nice and comfortable living condition for the public with the property service companies, the public and the committee of owner.
