The Study On China Petrochemical Industry Innovation System

Petrochemical industry is not only a international competitiveness industry, but also one of the China pillar industries, it provides energy and chemical materials for China national economy. Because of the energy shortage, strong demand in the domestic market, and the requirements of the sustainable development strategy, China petrochemical industry must intensify the implementation of the "Going Out" strategy, and participate in the international competition actively.Today, large-scale foreign petrochemical multinationals rely on technological innovation to improve the international competitiveness, possess and consolidate the market, and actualize the low-cost strategy by leading technology. The technology track and imitation strategy of China petrochemical industry which has implemented for a long time,has made China meet the conditions for participating in international competition. Therefore the developed countries and their multinational corporations has began to implement the technical blockades and monopolies to China. "Exchange technology for market" to achieve technological upgrading has become history . In order to win the initiative in the international competition China's petrochemical industry must mainly rely on independent innovation to break through the technology monopoly of foreign companies. Industry innovation has to progress in a system,which makes up of environment, technology, organization, and system ,and has been named industrial innovation system.In this paper, industrial innovation system theory was studied , analyzing the development and trends of China and overseas petrochemical industry status , and in light of China petrochemical industry stage characteristics, structuring the model of China petrochemical industry innovation system. The model has been made up of system objectives, system environment and three subsystems (technical subsystem, organizational subsystems, systems, subsystems). In the paper, operational mechanism of the system and influence the operation key elements of the three subsystems have also been analyzed and discussed, and made referenced suggestions for some problems which may be encountered in the actual operation of the system.
