Performance management is the focus and one of the difficult problems in human resource management. In this research, we review the history of the stated-owned commercial bank's performance management, analyze the problems. Then we select the Balanced-Score Card for establishing the new performance management system of a branch of ICBC .The paper will be developed in the following three aspects:(1) Illustrating and analyzing the meaning, content and the main tools of performance management, and the relationship with other enterprise management systems.(2) Viewing the history of the stated-owned commercial bank's performance management, analyze the problems.(3) Designing the performance management system. Use the Balanced-Score Card and KPI to establish the new performance management system of a branch of ICBC.Then establish cycle with the performance planning, training, evaluation and stimulating. Compare and analyze the new and the former performance management system.In this paper the methods of literature review and empirical study are both used. Use the theory into the practices. The research will promote the employees performance management of the stated-owned commercial bank.
