The Study On Energy Saving Standard System For Majority Energy-Dissipation Products Of Zhejiang Province

Resources Scarcity has always been the focus of economic research in several years. There are two kinds of scarcity, that is, absolute scarcity and relative scarcity. The resource shortage that growth process of Chinese economy is subject to is with manifesting characteristics of the absolute scarcity and relative scarcity, and with the characteristics of national conditions. In China, personal resource is far below the average of the world, the utilization rate of resources is low and resource utilization structure is irrational. According to the situation mentioned above, the premise of implementing sustainable development in China must be the establishment of resource-saving economy and the maximum improvement of the utilization rate of resources and energy, to slow down the growth of consuming resources and energy, and to accelerate the accumulation of social wealth. Therefore, the goal should be achieved by both saving social consumption and aggregating production.The core principle of circular economy is the reduction of resources. And two other principles, that is, reuse and recovery, are also aimed at the reduction. The reduction of resources means that reduces amounts of materials and energy used in the production and consumption by improving the management and technologies, and means that saves resources in the head of economic activity, on the premise of satisfying the established purpose of production and consumption. Improving the energy-saving level of majority energy-dissipation products, and increasing the proportion of adopting international standards and foreign advanced standards are the most effective approach.Based on the thus background and the realistic necessity, the paper aims at improving the level of energy-saving standards of Zhejiang Province, and constructing a standard system with scientific efficiency and clear structure for Saving Society which is suitable for the rapid economy development of the province and the national developing program of energy-saving and circular economy to correspond to international situation. Oriented by markets and with the emphasis on majority energy-dissipation products and industry, the paper researches the foreign advanced standards, regulations and conformity assessment procedures and gives several suggestion on setting up the regional standard system of majority energy-dissipation products of Zhejiang province.
