With the rapid development of industry. the consumption of materials is increasing, how to solve the contradiction between economic development and environmental protection has become a big problem of circular economy. The energy-intensive industries refer to the traditional industries which consume a great many of energy and produce a lot of waste and environmental pollution at the same time. They include chemical industry, building material industry, thermal power industry etc. How to take efficiency measures to reduce the high energy consumption, high material consumption and high pollution disposal have a very important significance to industry sustainable development. The paper based on circular economy to build a reverse logistic system to recycle by-products and wastes in energy-intensive industries, which will have a better eco-efficiency and reducing the cost of an enterprise.Firstly, we have a systematic theoretical study about circular economy and reverse logistic, also we analyze the relationship between circular economy and reverse logistic. Then the paper introduces the principle and frame of the reverse logistic system in energy-intensive industries. We try to build an enterprise internal system and industry groups system from the point of view of collaborative management. Secondly, the article evaluates affectivity on the system of reverse logistic in energy-intensive industries by way of evaluation index system through five aspects including recourse and energy target, environmental target, technology target, economic target, and social target. Thirdly, we try to give some measures from the perspective of enterprise:the public and social to solve the problem in the process of reverse logistic develop. At last, it takes a real case for an example, Baoshan Iron and Steel Group to analyze and optimized the development of reverse logistics, try to create an eco-industrial park to develop the reverse logistic.
