The Research On The Relationship Between Development Of Higher Education And Economic Growth In Inner Mongolia

Since the 21st century, knowledge-based economy is developing rapidly, the development of science and technology is fast , international competition becomes increasingly fierce. In this backdrop, as a main bearer on the production of human capital, higher education plays a central role in the socio-economic activities. The essence of economic development is human development, namely through accumulating the human capital and raising the level of human capital to promote economic development rapidly. Higher education, the highest level of education, which itself has the characteristics of knowledge creation, processing, dissemination and application to assume the important responsibility of promoting human capital development. The higher education makes the development of economic in close connection with the technological advance and the personal training. Finally, the development of higher education and economic growth may be in a win-win situation.With the rapid development of economic in Inner Mongolia, how to coordinate the relationship between higher education and economic growth is very important. In this paper, take Inner Mongolia for example, the theoretical foundation is the theories of human capital, economic growth and other related ones. In Inner Mongolia's statistical indicators about the development of higher education and economic growth, I choose to use the data from 1996 to 2008 in order to systematically research the relationship and comprehensively analysis the existence of many problems between them. At last, I try to solve the problems with some countermeasures and suggestions from a macro point of view.In order to clear the development of higher education in Inner Mongolia, this paper uses a lot of data to compare Inner Mongolia's level of development on higher education with the national and the developed provinces of eastern and western. The purpose is to take full advantage of the problems which may being in the process of the development of higher education in Inner Mongolia, and pave the way for the analysis below. Firstly, for Inner Mongolia's reflect about the development of higher education and economic growth, the paper carried on the elastic analysis. The selected indicators in higher education development are the expenditure of higher education, the number of college students per million population and the amount of full-time university teachers. The selected indicators in economic growth are GDP and revenue. Calculating the elasticity makes use of methanol. The results showed that there are a positive catalyst between higher education and economic growth; Secondly, in terms of the amount of data, the paper has less data, and the quality of the data is not high, so it is unable to meet the econometric analysis method's requirement of data. Therefore, this paper based on grey systems theory, using the method of grey correlation to do further analysis. First of all, according to the characteristics of indicators'data, it can be obtained directly the sequence of equal interval. Then, to deal with it in initial value, and calculating the relative correlation with the new sequence. The results showed that the relative correlation between the expenditure of higher education and GDP is 0.85, the relative correlation between the number of college students per million population and GDP is 0.93, the relative correlation between the amount of full-time university teachers and GDP is 0.72. They are all close to 1. It shows that there exists a strong correlation between them. Similarly, the relative correlation between the expenditure of higher education and revenue is 0.86, the relative correlation between the number of college students per million population and revenue is 0.90 and the relative correlation between the amount of full-time university teachers and revenue is 0.75. They are all close to 1. This shows that it have a high correlation between higher education and economic growth.In the above of the paper, it explored the problems and analyzed the relationship between the development of higher education and economic growth in Inner Mongolia. In two aspects of how to adapt to the economic growth of higher education and how to promote the higher education of economic growth, the paper puts forward relevant countermeasures and suggestions. I hope that the paper may provide a reference for the harmonious and continuous development between higher education and economic in Inner Mongolia.
