The conception of "Low-Carbon Economy" has becoming more and more popular inboth developed and developing countries especially with the serious climate and naturedisasters in recent years. Both government, enterprises and individuals realize that"Low-Carbon Economy" is the only way to the sustainable development of our societyand cities. But we need a standard to measure the level of a city’s "low-carbonEconomy" development. From this point, this thesis is just to establish an evaluationindicators system with the help of government data including economy, society,environment and technology from the year of2005to2009, and then calculate theindicators weight coefficient with the help of Analytic Hierarchy Process (AHP), andnext get the total score of the level of "Low-Carbon Economy" of Chongqing from2005to2009, and finally make an analysis and prospect of the development of "Low-CarbonEconomy" in Chongqing in the near future years.Generally speaking, the level of "Low-Carbon Economy" in Chongqing from2005to2009has greatly improved. It means that the "high-carbon" extensive pattern ofeconomic growth has greatly changed, enterprises’ abilities of reformation andinnovation have greatly enhanced, and our environment and transportation have got alot of achievements. However, the construction of Chongqing’s "Low-CarbonEconomy" is still on the stage of start. Therefore, the key of our work are following:establishing this conception, exploring the renewable energy, having technologicalinnovation and learning from the advanced experience of foreign countries. The keypoint of this thesis is the establishment and analysis of the evaluation indicators system,and hopes that this system could help the government officials to make more valuableand efficient measures to develop the "Low-Carbon Economy".
