Knowledge employees are the most precious human resources in knowledge-based enterprise, and they with high qualification are the main component of competency for knowledge-based enterprise, also the most important factor for knowledge-based enterprise to realize its objective. Knowledge employees management included institutional governance and system innovation in enterprise has become a big issue to be addressed by current higher theories and practices. People Capability Maturity Model is a process-based management model created by software engineering. It has the characteristics of normalization and systemization required by management, emphasizes quality management and process improvement, embodies the notion of human factor-comes-first and the spirit of teamwork. This paper uses its theory and method. Firstly, expounds the basic theories of human resource management outsourcing, on this foundation, combines the characteristics of knowledge-based enterprises and the status quo of human resource management, analysis the necessity and feasibility of human resource management outsourcing of knowledge-based enterprise, and further demonstrates the necessity and feasibility of P-CMM. Finally, this paper tries application of the model for human resource management outsourcing evaluation and improvement in knowledge-based enterprise. The preliminary tactics for improvement are provided from low to high maturity, concerning the five stages for human resource management improvement (initiating, diagnosing, establishing, acting, learning/leveraging). So the implementation procedure of human resource management outsourcing of knowledge-based enterprise is provided.The human resource management has already become a bottleneck restricting continuable development of knowledge-based enterprise. How to get through the bottleneck is a problem which needs to be solved urgently for knowledge-based enterprise. Knowledge-based enterprise should use advanced theories and methods of human resource management, so that the level of human resources management on the rise. The preliminary probe in the application of P-CMM in human resource management outsourcing of knowledge-based enterprise in this paper hopefully can push forward the research of human resource management in knowledge-based enterprise.
