In the industry economy times, capital was seen as the vital resource by steel enterprises, and the increase of economy was mainly depended on the input of capital and labor force. However; in the information economy times, more and ore steel enterprises have realized that, the key resource has been changed from capital to information, knowledge and creativity. Human resource, which is the carrier of information, knowledge and creativity, has been the crucial resource for the development of an organization.Based on analysis of the character of human resource management in steel enterprises, we suggest that we can apply the People Capability Maturity Model (shorted as P-CMM) Theory to supervising our country's steel enterprises to steadily advance the level of human resource development and management. Grounded on this suppose, system of P-CMM theory and its application in steel enterprises is further studied, and after analyzing, we believe that there is necessity and possibility in implementing P-CMM theory in steel enterprises.The frame work of P-CMM in steel enterprises is proposed, based on unique character of steel enterprises, which regulates the behavior characteristic of five Maturity ranks (which include beginning rank, having managed rank, having defined rank, forecasting rank, optimizing rank) of P-CMM in steel enterprises, and confirms course region and aim of all the ranks. In succession, the application of P-CMM in steel enterprises is investigated, and the mode of how P-CMM applied in steel enterprises is suggested, further more, the method of evaluation and improvement of Maturity ranks in P-CMM is proposed.Finally, demonstration is based on JianLong steel Ltd. By questionnaire survey and SPSS utility, survey results have been carried through in describing Stat., gene analyzing and mean value comparing. Therefore, the overall situation of human resource maturity in JianLong steel Ltd. is estimated, and advancing strategy is discussed and put forward aiming at the results.
